This is really a matter of personal opinion, how much noise is to much for you. In all actuality as long as the child isnt disturbed by the noise then they are fine. Some parents and daycare providers choose to play the music they use a little louder than most because they feel this will make the child a heavier sleeper
babies and toddlers that are exposed to a little more noise are less likely to freak out when things get a little louder than usual.
So really its all about how loud you want things to be around your child because it is after all your decision.

Everything in a work place has it's purpose, including music. Now, deciding what you want to accomplish with that music is a whole other issue.

I would think that playing lullaby music during nap time softly would be best for the children in a controlled environment. Have you ever been to a restaurant at a busy time when it is full of people? Usually you'll find that the music has been turned up quite loudly. The reason for this is for the sanity of the wait staff. The loud music keeps them concentrating on their orders and not on the 10 conversations that they had to pass on their way to the kitchen.

Yes, soft lullaby music is best for the children, but if the school is a uncontrolled environment (other classes screaming and yelling just down the hall or outside the door) or the school is located next to a highway or some other loud business then the louder music may be in place to drowned out those noises.

When I worked at a daycare a few years ago we played the music a bit loud. The point of it was so that the children couldn't hear each other. This stopped them from talking to each other and the children that talk themselves to sleep weren't keeping anyone else awake. I suggest asking that his cot be placed on the opposite side of the room from the radio. The teacher shouldn't have a problem with it if you explain why and he will probably be okay with it being loud faster than you think.

There is a school of thought that says if you let the child go to sleep with a noisy environment, you won't have to deal with a light sleeper later, and you won't have to always be quiet when the baby is going to sleep. On the other hand, the volume you describe would make me very concerned about the children suffering hearing damage. Ask you pediatrician.
