This documents are public now but nobody cares to read them. In the settlement agreement it plainly says that the Chandlers are free to prosecute this case.
Nothing stopped Evan Chandler from getting the money and walking right into a police station. Oh, yeah, one thing did stop him. he got what he wanted: MONEY.

Plus The payment wasn’t MJ’s idea. MJ protested against paying nobody, it was his tour management team idea. They wanted him to get away with the accusation and continue with the tour because a trial would be a long time. They didn’t want to lose all those millions of the tour.
